MOTTO AND VISION:
One
of the key mottos of higher educational institute like Shri Kala Mahavidyalaya is
to serve as the lever to the great surge forward of the Indian nation, and therefore
the scourge of ragging that may corrode the vitals of the campus needs to be
curbed. Appreciating this, the Hon’ble Supreme Court of India in accordance
with the SLP No. 2429 of 2006 constituted the Raghavan committee and Lyngdoh
committee in order to be apprised of the menace of Ragging in Educational
Institutions and for recommending measures to curb it. In pursuance to the Judgment
of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No.
887/2009 and as per the UGC notifications on ‘Regulations on Curbing
the Menace of Ragging in Higher Educational Institutions, 2009’, Shri Kala
Mahavidyalaya under the recommendation of the Governing Body formed the strict
Anti-Ragging Rules for its adherence by all students. The regulations are also
available on UGC website www.ugc.ac.in
B.
CONSTITUTION OF ANTI-RAGGING COMMITTEE (ARC) & ANTI-RAGGING SQUAD (ARS):
The
Governing Body, Shri Kala Mahavidyalaya duly constituted an Anti-Ragging Committee
(ARC) and an Anti-Ragging Squad (ARS) in pursuance of the recommendations of
the Reports of the Raghavan, the Lyngdoh committee and the UGC Regulations,
2009. The Anti-Ragging Squad, in contrast, should be a body with vigil,
oversight and patrolling squad and should appropriately be a smaller body which
should be nominated by the Principal. The Anti-Ragging Committee has to be
formed according to the following structure:
1. The Head of the Institution shall be
the Chairman of the ARC.
2. Officer-in-Charge of the nearby
Police station
3. One Health Officer/Civil
Administrator
4. One coordinator of ARC, from the
faculty, to be nominated by the Principal.
5. Four senior faculty members to be
nominated by the Principal.
6. One representative from the Parent.
7. One representative from NGO.
8. One Media person.
9. One PG student representative.
10. One UG student representative.
11. One member from non-teaching
employee.
With
effect from September, 2020, a new composition of Anti Ragging Cell/Committee
has been introduced in Shri Kala Mahavidyalaya to look after the menace of ragging as well as
prevent, prohibit and eliminate the practice of ragging in and around the
Campus. The Anti-Ragging Committee strictly adheres to the UGC Regulations and vows
to punish or take deterrent action against any individual, in case of any
wilful event of ragging is found or reported.

DEFINING THE TERM ‘RAGGING’
Ragging
means ‘any act, conduct or practice by which dominant power or status of senior
students is brought to bear on students freshly admitted or are considered
junior or inferior by other students’. It refers to asking the students ‘do any
act which the student will not do in ordinary course and that which causes and
generates a shame or embarrassment which may affect the physic or psyche of the
student’. Any individual act or collective practice constitutes gross injustice
and indiscipline and strict action may be taken in this regard.
The
act of ragging may include any individual act or collective practice involving:
1. Physical or verbal assault or threat
to use physical force.
2. Violating the status, dignity and
honour of women in any form.
3. Violating the dignity and honour of
SC/ST/OBC & financially weaker students.
4. Expose students to ridicule and
contempt and affect their self-esteem.
5. Verbal abuse and aggression, as well
as indecent gestures and obscene behaviour of any kind and form.
D.
ACTIONS TO BE TAKEN BY THE HEAD OF THE INSTITUTION
On receipt of
the recommendation of the Anti‐Ragging
Squad or on receipt of any information concerning any reported incident of
ragging by the ARC, the Head of Institution shall immediately determine if a
case under the penal laws is made out and if so, either on his own or through a
member of the Anti‐Ragging
Committee authorized by him in this behalf, proceed to file a First Information
Report (FIR), within 24 hours of receipt of such information or recommendation,
with the police and local authorities, under the appropriate penal provisions
relating to one or more of the following, namely:
1. Abetment to ragging;
2. Criminal conspiracy to rag;
3. Unlawful assembly and rioting while
ragging;
4. Public nuisance created during
ragging;
5. Violation of decency and morals
through ragging;
6. Injury to body, causing hurt or
grievous hurt;
7. Wrongful restraint;
8. Wrongful confinement;
9. Use of criminal force;
10. Assault as well as sexual offences
or unnatural offences;
11. Extortion;
12. Criminal trespass;
13. Offences against property;
14. Criminal intimidation;
15. Attempts to commit any or all of the
above mentioned offences against the victim(s);
16. Threat to commit any or all of the
above mentioned offences against the victim(s);
17. Physical or psychological
humiliation;
18. All other offences following from
the definition of “Ragging”.
Provided
that the Head of the Institution shall forthwith report the occurrence of the
incident of ragging to the District Level Anti‐Ragging Committee and the Nodal
officer of the affiliating University. Provided further that the Institution
shall also continue with its own enquiry initiated under clause 9 of these
Regulations and other measures without waiting for action on the part of the
police/local authorities and such remedial action shall be initiated and
completed immediately and in no case later than a period of seven days of the
reported occurrence of the incident of ragging.
E.
ADMINISTRATIVE ACTIONS IN THE EVENT OF RAGGING
The
institution shall punish a student found guilty of ragging after following the
following procedures:
i) The
Anti-Ragging Committee of the institution shall take an appropriate decision, in
regard to punishment or otherwise, depending on the facts of each incident of
ragging and nature and gravity of the incident of ragging established in the
recommendations of the anti-ragging squad.
ii) The
Anti-Ragging Committee, may, depending on the nature and gravity of the guilt
established by the Anti-Ragging squad award, to those found guilty, one or more
of the following punishments, namely
1. Suspension from attending classes
and academic privileges.
2. Withholding/withdrawing
scholarship/fellowship and other benefits.
3. Debarring from appearing in any
test/examination or other evaluation process.
4. Withholding results.
5. Debarring from representing in the
institution in any regional/national or international meet, tournament, youth
festival etc.
6. Suspension/expulsion from the
hostel.
7. Cancellation of admission.
8. Rustication from the institution for
period ranging from one to four semesters.
9. Expulsion from the institution and
consequent debarring from admission to any other institution for a specific
period.
F.
RAGGING COMPLAINT MECHANISM:
1. Students may drop a written
complaint in the Complaint Box of the College or to the Convener/any member of the
Anti-Ragging Committee or Anti-Ragging Squad.
2. Students may also report to the
HOD/any teacher of the college, who shall in turn place the case to the
Anti-Ragging Committee.
3. Students may also ask their
parents/friends to place the matter of ragging to the Anti-Ragging Committee.
4. Students may call 100 or inform the
nearest Police Station.
